Can we interface Arduino or any microcontroller to our Automotive through CAPL to control logical inputs ?

In ECU we have many logical inputs and i want to control all logical inputs .Through DIO i can control one logical input at a time , we i use Arduino or any such micocontroller , and interface with CAPL we can control all logical inputs . Is it possible
